Ireland Prepares National Energy and Climate Plan For Submission By 31 December 2019

On 24 December 2018 the EU’s Governance Regulation  entered into force as part of the EU’s Clean Energy for All European’s package of legislation. The Governance Regulation aims to simplify existing climate and energy planning, reporting and monitoring requirements. It requires Member States to finalise and submit National Energy and Climate Plans (NECPs) following a template to outline how they intend to further the goals of the Energy Union and promote: (i) energy security; (ii) internal energy market; (iii) energy efficiency; (iv) decarbonisation; and (v) research, innovation and competitiveness.
 
In addition to outlining how to contribute to these overarching goals and regional EU targets, the Irish government is also assessing options to allow Ireland to reduce domestic greenhouse gases by 30% (and the available flexibility mechanisms to reduce this target) along with strategies to ensure that at least 15% of the electricity Ireland produces can be traded with other Member States, by 2030.
 
Ireland submitted its draft NECP on 31 December 2018; and is currently preparing an All – Government Plan which will form the basis of the final version of the Irish NECP which will be submitted by 31 December 2019.
