In this session we would like to discuss the necessity of legal certainty for investment in the energy transition: RES support schemes, long term contracts (PPAs) and capacity mechanisms; tackling state aid profiles in perspective (State Aid Guidelines review post 2020); cross-border dimension of RES investment: joint projects and opening of support schemes; key features and challenges.

“Welcome to the market”: assessing new rights and obligations (definitions, market access, roles and financial/operational responsibilities - balancing, network costs); consumer protection, energy poverty and energy vulnerability: an energy policy or social policy issue? Legal tools and practices.

Governance and another governance: the role of the independent regulator and the European Commission

In this session we will discuss about two different aspects of the Winter Package:
1) the new role of the Commission in ensuring the joint achievement of the 2030 policy targets (RES, CO2, Efficiency); the governance of the Energy Communities (what makes a community an “Energy Community”?
2) proposal to amend ACER’s regulation bringing it back to the area of the ordinary model of the European agency.
